Model of a 7-plank Cambrian Railways waggon.
All wheels braked, and appears to be a metal underframe, but I think the indicated capacity is too low.
No feathers, but Cambrian rendered within a lozenge shape ...
[Not sure about Cardiff, the Cambrian was certainly connected to there].

I wonder if this livery is that of the Cambrian Colliery Company, rather than the Cambrian Railway. That company had mining operations in Clydach Vale. It was in business until 1967, so steel underframed wagons may well have been part of its fleet.
