A slight leveling off in the second doses, as the Third Wave, is prompting an increase in administering first doses to young adults.
The target is to have offered (administered ?) at least a first dose to all eligible adults [over 18s] in the UK population before 19th July 2021.

e2a :- This is one of the criteria for the government's "Step 4" of relaxing the remaining Covid-19 restrictions [postponed from 21st June 2021 because of the Third Wave].
