Yes if they were fitted with them. Many only have hand operated brakes.

Thanks David. When did the UK companies/British Rail cease using wagons with no continuous brakes?

Vacuum brakes had longterm usage in Tasmania and WA that I know of. NSW took to Westinghouse early but had non-air coal wagons till the late 70s in the Hunter region.
