More things were allowed up to the 1970s and 1980s, but a monument status doesn't mean the building cannot be used or altered. And sometimes monuments have been changed and altered many times in the past.

Monument status is pretty useless without including a preservation clause, in England you simply cannot alter a listed building without permission and the law is enforced too.
