I'd agree with Ronald Losure above, it looks to me that it probably was some kind of grader (now lacking a blade), with those control wheels for adjusting the angles.

But it's interesting, that everything that can be moved, is moved mechanically and not by a hydraulic system. In this case it is still like a medieval carriage - but made only of iron.

Compacting machine.
Now they have big wheels, usually three, one in front two behind.
They are very heavy to be able to press the new ways or pathsi eventually before the finisng layer is done.
