Thanks to David Dahle I now have confirmed that the rumored Hobbs - Williston 34.5kV line actually runs at 25kV. The Hobbs Substation (https://www.ipernity.com/doc/286325/33881011) is fed by a Delmarva Power 25kV circuit and there are no transformers stepping the voltage down to 12.5kV or up to 34.5kV. I also noticed that the surrounding Choptank 12.5kV lines don't connect the substation, but look as if they will install a tranformer later on. The line got rebuilt to 69kV spec in 2013-2014, but still runs at 25kV until Choptank builds the Oil City - Hobbs 69kV line. The line runs to the Williston Substation (https://www.ipernity.com/doc/286325/33881011) where it is stepped down to 12.5kV. After reading Choptank Electric's 2014 annual report, I noticed that they stated that the line was formerly owned by Delmarva Power, which explains all the post insulators along the line as it was put up in 1962. Here's photos I've gotten over the past of the line and I have plans to revist the Hobbs sub and to visit the Williston sub soon.

Out here, just about all the coops used transmission from the beginning - the only exception I knew of was Baker Electric's second substation (long gone) - it stepped Otter Tail's 13.2kV system down to 12.5kV.
