Those stairs are a "relic" from celluloid film era, when movie theater projector rooms had to be safely isolated from the rest of the building. Movie projector operator had to enter the projector room via those stairs.

That area has become very nice and interesting. I remember waiting buses there, few decades ago. I was rather puzzled when I first time discovered buses to go underground below Kamppi! =D
