You could be right about the ice-cream!

The crows gather round the ice-cream stall because the owner throws them bit of any broken cornets etc! There are also picnic tables nearby, so always the chance of some food :-))

Apparently that expression originated in Australia, where people were employed to throw stones at crows (and other birds presumably) to stop them eating their crops. Nice work if you can get it :-)))
