This area was historically part of Tibet. Today, it lies within provinces of the People’s Republic of China, outside the Tibetan Autonomous Region. The so-called “outer” Tibet has experienced Chinese influence for a longer period, yet it remains culturally distinct and predominantly non-Chinese. These regions tend to have less direct control from the central government, including the access free of permits etc

It's tragic that the "autonomous" region doesn't enjoy such relative privileges.

The Tibet Autonomous Region is so "autonomous" that Beijing decides everything—from the language in schools to the number of monks in monasteries. Ironically, Tibetan areas in other provinces often enjoy more local flexibility, precisely because they’re less famous and less “sensitive.” According to official Chinese arguments, this is all to maintain “stability” and “ethnic unity”—which apparently means tighter control where the world is watching most closely.
