This was an old commercial block being renovated, Phil -- sort of like urban archaeology. That sign may still be there, since the lights are new, and they'd probably started the upgrade. It's probably now residing behind tasteful shades of grey -- they painted a darker grey around the lights, then there's a lighter grey panel over where the sign probably still is, and a dark grey panel below with boring grey signs below.
