National Grasslands seem to share characteristics of BLM lands where the larger boundaries include sections inside which are private, not federal, lands. The link below suggests that the wind farm is on private land which appears to be surrounded by the National Grasslands. My understanding is that the oil operations at Pawnee are leases on federal land.
