Yup! Seems that many lines/systems (for what I saw) out west lack lightning arresters on transformer poles. Oddly enough, I was surprised that Southern California Edison actually used lightning arresters, primarily for their riser poles, as opposed to PG&E's spec where the lines simply jump straight into the riser potheads with no arresters.

I think it's because there's rarely ever any lightning storms around there.
