Hello Peter perhaps she was trying to sell you two so you could fasten them onto the rear seat frame of the bike to blow in the wind like aerials :))

Thank you so much for your visit to this picture from last summer. This was a market, and the young lady is selling them (and the other flowers too). I might have bought some, but there was nothing I could have done with them. I also remember passing a whole field of them growing,,
