Stingray
Florida Bay is very shallow, rarely more than a few feet. Basically it's filled with the sediment from the river that is the Everglades. Many fish feed on the creatures that live in this sediment. The rays "fly" above the bottom, flapping their "wings" stirring up the sediment and a meal. This ray is in a particularly shallow area, so its wings broke the surface on the upswing.
