There were a book and a movie few years ago called "Tre metri sopra il cielo" (3 mt over the sky). The protagonists tied a chain with a padlock to a lamp of a bridge over the Tevere in Rome. There were so many imitators that the lamp felt down under the weight of chains and padlocks. The same scene repeats itself wherever in Italy. These padlocks are over a rock in the pier of Senigallia, in front of a statue of Penelope.
