trade, travel and trickery....maybe a station? just can't think of any all slobbered with paint. a london bus garage doesn't seem credible for mercury somehow......is this a public building?

None of those. The building is publicly funded, but not public in the sense that anyone can just walk in off the street at any time. It does somewhat resemble a bus garage.
