Back in the 80s I was told a story about a conman who knew when the bridge was about to open. So if he saw a group of unsuspecting tourists taking photos, he would tell them he was a mate of the bridge-keeper and could ask him to open it for them if they wanted. Then he'd give the keeper a wave and the bridge would open (which it was going to anyway) and the tourists would be so pleased they'd reward him with some handsome tips.
