Thanks George and Gillian. I haven't a clue, maybe they collect rainwater to use when available and these allow checking for bacteria in the water...???

It's about a 2Km walk from my home. The toilet block was completed about 2-3 months ago. I haven't seen anything like it in other parks.

As to its purpose I have no idea! We have nothing like it. I suppose the question would be answered if you could see where the pipes went inside..
