I've read the hoods are symbols of penitence, but they obviously have a different meaning in other contexts (ones involving burning crosses, for example) so there's an intellectual or philosophical tension here that adds to the tension from the juxtaposition of the adults in their elaborate costumes and the girl in her less serious, everyday parka. Well, I can't guarantee that for everyone, but it's sure working for me.

La capuche date de l'inquisition au moyen âge.
Les personnes qui étaient punies pour des motifs religieux avaient l'obligation de se couvrir le torse et le dos avec un tissu.
La capuche était en carton en signe de pénitence
