Esmeralda County Courthouse, built in 1907 as one of the less elaborate (architecturally) buildings in Goldfield, the Courthouse is still in use.

Goldfield is still the county seat of Esmeralda, IIRC the least populous county in the lower 48 (<1000 people).

I suspect it's not worth the political hassle. With modern transportation and telecommunications, it really doesn't matter where the physical county seat is (unlike in the old days, when it was a Big Deal). E.g., Tonopah remains officially the co. seat of Nye, but most of Nye's population is now in Pahrump--about as far away as you can get! However, there are branch offices and such in Pahrump that dwarf the "main" ones.

The problem for Esmeralda would seem to be different -- that there are so few citizens to pay for the cost of maintaining government.

Since state legislature districts aren't based on counties, that's not a reason to keep them divided up the way they are.
