Were I a betting man, I'd guess this was built sometime right around the 1906 earthquake. I've been trying to figure out whether it survived it or was built over something that didn't.

Good old Oakland deserves a chance, but, you're right about the housing prices. Very little of its population could afford to stay if it went the way of SF.

The mural (it looks unfinished) is OK, I guess, but it does no justice to the classic old building.

I suspect that if there was a market for renovated office space downtown, the mural would be quickly removed. Oakland around and north of Lake Merritt is "upscaling" quickly, but mainly as a residential alternative to SF. There is some growth in business real estate, but mostly in a zone north of Broadway that seems to have been leveled and built. There's a very small entertainment district of renovated older buildings, but still lots of deserted older buildings.
