Though it is difficult to visualize here, imagine each of the concrete pads in this photo being for common areas (e.g., latrines, kitchens), with barracks scattered around. Most of the barracks of the camp were wood-floored and built on short pilings. These few concrete foundations were for administrative buildings and some of the common area buildings (e.g., showers, latrines) (see adjacent photos of Topaz (Utah) Internment Camp in Utah set)
