These weird shaped concrete items are "Dolos" [pl Dolosse] - they were designed for coastal protection and breakwaters, as they interlock and soak up the energy from breaking waves.
Their shape tends to keep them intertwined, even if they do move about, when subject to wave action under severe storm conditions.
