Looking down at the lower building from near the upper building, the official steps are to the right.
Examining the shape of the river bed in front of the lower building, I am inclinced to think that there was a weir (somewhere like between the two large rocks) to pond back enough depth of water for pumping, and possibly as a stilling basin for discharged water.
