As a child I traveled this road with my parents long ago. From our car my sister exclaimed, "Look!! It's Ice Cream Cone Mountain". Protecting areas of natural beauty and national historic significance are the responsibility of the president through a law giving the chief executive the legal power to create National Monuments.
