Fietsverhuur should be one word and it means the renting of bicycles. OV Fietsen means Openbaar Vervoer Fietsen, or Public Transport Bikes. It is a bit like those city bicycle schemes, but offered by the Dutch Railways at railway stations. The subscription costs €10 every year and €3.15 for 24 hours.

Huren is to rent and verhuren is to rent out. If you want to say that something is for hire, you say that it is "te huur". Te huur is used more for a specific thing (like a house) or by somebody who rents something out occasionally. Verhuur is used more for generic things and/or rental companies.
