As I understand it the city government didn't want to support the elementary school on the Thomas Choir School campus, despite earlier promises. So the new choirboys are first taught outside the campus, before they enter the Thomas Choir School.

And not very popular with the politicians of the City of Leipzig, but I guess that is not so bad.
