No, no, the water level was not very high, rather normal, compare the PIP from April 2018. At very high water levels, the water reaches at least as far as the left tree trunk. I think the fence could be an attemp, to make it more difficult, to get into the area behind the fence. Because behind it is a closed nature reserve.
