Like DJ says below, it is a case of buying the trucks of the train with the letters of your name..
BUT there is a lot more to the shady circumstances of what they are selling. Probably the factory rejects bought cheap, and laid out like this so they can wrap them up and walk away should the police come. This area is so well known for tourist scams and crime.

A good candid shot Peter. The street traders, whether or not they are illegal, haven't chosen the best day for their venture. I would imagine the goods could easily be trampled underfoot with people trying to get out of the rain!
