Why must uploads be pre-authorised?

Hey all,
I'm not overly concerned with receiving an answer to the following question as my uploads to this group are minimal, but, I would like to know why an image has to be pre-authorised/vetted before it is accepted?

I’m wondering why I did not receive any response to my upload photos since months. I would expect at least a short note that my photos cannot be accepted in the group. I wrote a mailt to the admin regarding this but also no reply. Do other member have similar experiences here or is this just my case. I look forward to any response.
