These are hybrid powered buses.
It seems to be a tradition for bus and coach drivers to acknowledge each other as their vehicles pass on the road. One of the buses going the other way was overtaking the one at the bus stop, the driver of which would have been boarding his passengers, and so not aware of his colleagues 'thumbs up'.
