When it has rained the area on the right with the warship, HMS Belfast, and Tower Bridge in it fills with water. That is true of the Surrey Docks version linked above. That has many more watery areas.

I believe it was commissioned by the development company 'More London', which owns the land and property in the central strip of the sculpture, including the oval shaped office that used to house the Greater London Authority offices, until they decided it was too expensive and moved to cheaper offices further down river.
