Prior to his appointment he was active in Maryland, hence his memorialization there.

I was told on a tour of Boston once that a slang term for prostitutes can from this Lieutenant-Colonel's last name (he was supposed to let them accompany the troups to reduce desertion).
Sadly it isn't true, but apparently the name grew popular because it sounded like the sort of thing he might have done, by all accounts.
