Is the water very cold? I see the swimmer is wearing a wet suit. Considering it's July hasn't the water warmed up?

The water is cold, and the sun hasn't been out long enough to have warmed up the sea. They were very wise to wear a wet suit - otherwise they'd be shivering after a dip like that.
