This hut is across the road from the post office, which was where the manual exchange was. This hut would have been built in the 1960s or 70s to house an Ericsson ARK electro-mechanical crossbar exchange which replaced the manual one. The transition to electronic switching and digital transmission means this hut could now have a RIM, a digital exchange or some other means to group the local traffic for transmission to a larger centre by fibre. The resultant available space now is used for mobile phone base station gear. My guess is that the antennas are for GSM and 3G bases.

Telstra, the former Federal Govt owned telco, generally don't have other entities in their buildings. In Australia emergency services are state based and either have individual or shared sites.

The GSM would be on around 900 MHz and the 3G on around 850MHz. One of the systems has a receive diversity antenna. The TMAs are to overcome the losses in the cable between the antenna and receiver. See note.
