Are garbage collection bins installed by public authorities?

My country often gets into trouble over garbage....

The city is responsible for garbage and recycling. In Toronto some of the garbage collection is done by private companies that the city awards contracts to; What are the problems in Japan?

In Japan, public institutions are not obligated to collect garbage.
Trouble over the use of places to collect is very common.

Well contrasted colors! I assume that the "paper only" bins are for recycling waste? Our recycling takes plastics as well, but doesn't want shredded paper. And our trash bin is all blue. No standardization, I guess.

The rukes vary widely from place to place, Bob. In Toronto, for example, waxed cardboard couldn't be put in the recycling when I lived there, but 200 km away in London we can put it in. On the other hand, Toronto has organic recycling and London doesn't.
