Actually much of the south coast has "June gloom" which doesn't really occur just in gloom, but for much of the spring and early summer. If my memory is correct, the cold waters of the Pacific interacting with the warm temperatures over land create a fairly constant morning overcast.

I remember that people are surprised that the seawater on the California coast is cold. Oregon Current, iIRC-- So presumably this is another effect.
