I had struck up a conversation with a fisherman at the dam, he said that these two gates in the spillway (in the center of the picture) were specifically opened to facilitate fish passage.

Probably to show them where the ladder is. Unsurprisingly, they use the current as a cue.

Interesting possibility--that would mean the fingerings are headed out to sea, then. I thought they tried to treat them a bit more gently at that point!
