All of the major river crossings in the far north were like this. In the summer they're by ferry, in the winter it's an ice bridge, and forget about crossing during freeze-up or break-up. See map.

No, not much change because change isn't possible (fortunately). This is a very isolated area, very close to the Arctic Circle. There is nothing for thousands of miles to the east and the only thing to the west is the North Slope oil fields, very far away in Alaska. The rivers freeze in the winter with such a harsh breakup in the Spring that they would destroy bridges, so there is a period in the Spring (during breakup), when the highway can't be used. My understanding is that the reason it is unpaved is because the cycle of freezing and defrosting in the tundra would result in constant breaking of pavement.
