L’exclave espagnole de Melilla est établie sur la côte méditerranéenne du Maghreb sur la partie orientale et la plus méridionale du cap des Trois Fourches au Maroc. Cette région est située sur la partie la plus orientale du Rif Marocain. La ville occupe le centre du golfe du Gourougou, du nom du volcan qui le domine.
