An odd livery at an odd station. Waterloo East is tucked up above the main Waterloo station, providing one of three central London options for passengers travelling to and from Charing Cross on trains for stations in the southeast. The other main calling point is London Bridge station. From memory I think it has four platforms, but next to no amenities, as I think you are expected to pass through speedily and use the facilities in the main station if needs be.
As for the livery - I think it must have been just designed to be different!
