What is this? The wooden beam in need of some paint is a support beam of a footbridge over Wascana Creek. The round metal pipe is also part of the support, of what is called a drawstring arch. The footbridge has wire mesh on both sides to prevent stuff from falling into the water. Couples would place padlocks on the wire mesh to declare their commitment to each other, but City crews would occasionally remove them. Then people began putting padlocks around the metal pipe and let them slide down.
