"Whitehaed" is visiting "Power from the Past" at Beamish Museum. The coal waggon is from Bowes Railway, the initials stand for "Pontop and Jarrow Railway".
The sleeper "fence" helps to retain the raised area, the purpose is to have things so visitors can appreciate the industrial / colliery railway at a better viewing angle. (Making use of the fact that the site had a bit of a slope to start with.
