I am pleased you found it interesting.
You have hot the nail on the head about the "people who live there".
Unfortunately when you get a whole estate of like minded people, all of whom sponge of social security, and spend all day doing drugs, no one else has any motivation to keep the area decent.
The 'Neighbourhood Plan' states the the social (AKA 'Affordable') houses should not be in continuous blocks, but separated into a few here and there dotted around the place.
