I know absolutely nothing as to this lady! She is on private land, and separated from me by a river, so I could not look any closer. My guess is that it is an old garden ornament that somebody has decided to have a bit of fun with (there is a crack in her hair, and I have no idea what is under the hat..) I suppose the red white and blue colour scheme does avoid a lot of embarrassing discussions!!
