I am not sure about that, Amelia. I have spoken to a few of the rough sleepers, and I didn't get the impression they had drug-related problems. Every time I visit St Andrews, there seems to be more and more people sitting on the pavements or in shop doorways on Market Street. They are now starting to appear on South Street.
