I don't think their hooves are supposed to be flared out like that, are they? I don't know anything about horses, but it seems to me they need a farrier.
The one on the right kept stamping his back hoof, which I took to mean something, but don't know what. Maybe, "Hey, can you fix our feet?"

Often if left .. as long as they can move around the hooves can and do break back.. but it isnt an idea or a given.
The stamping often is done as a means to get attention... sometimes for food.. or just the need for attention.
Diane Putnam club has replied to Pam J clubI suspect their owners can't afford a farrier, judging by the house and property. It's a very poor little town (Newell, not Tulelake as the location says). At least they had good weight and their coats looked good.
