This has the look of a 1970s TV police show. The building used to be an elementary school and the playground equipment is still on the back lawn. Yes, it really is the police department in the tiny town of Merrill, Oregon.

Grrr, accidentally deleted the reply I just wrote. Anyway, it's hard to understand how they'd have enough time to wreck that many cars - unless they had no time-constraints! And, very deep pockets to keep buying cars.
