I posted this originally with some detail about the history fo the building. It seems to me those heads were there because it had been a customs house, a board of trade building or something of that sort. I tried to find a better answer for you, and couldn't. If I do, I'll share it here. Thank you, Ecobird.

If I recall right, there are four animals, and they are a horse, cow, pig and donkey.
