"Segar Parlour" Highlander – Covent Garden Market, London, England
The sign attached to the pedestal reads: "The figure of a Highlander holding a flask of snuff was an indication that the shop stocked Scottish snuff. The 18th century laws that forbade the use of overhead signs because of the danger they posed to passing traffic left tobacco traders unaffected as their traditional emblems, carved figures, stood at the shop entrance. The Highlander went out as a regular use as a sign in about 1845."
Be that as it may, the positioning of the Highlander's arms suggests to me that he is holding a set of bagpipes -- not a flask of snuff.
